On February 24, 2022, a new phase of the armed conflict in Ukraine began, with the intensification and spread of the hostilities affecting many parts of the country. This is a high-intensity conflict between two states (and possibly others) involving heavy kinetic warfare, civilian casualties, millions of refugees, large-scale internal displacement and physical destruction. The hostilities have also triggered a large-scale humanitarian response given the needs, notwithstanding major concerns for the protection of civilians and essential civilian infrastructure as well as security risks for humanitarian workers themselves.

We are looking for a Branch and Volunteer Development Delegate (BVD), as a member of the CRC Ukraine Program team you will work with CRC Program Manager providing technical and advisory support to Ukrainian Red Cross Society (URCS) to enhance its branch capacity to deliver humanitarian services in the current crisis as well as developing a sustainable branch structure for the future.

In this role, you will:

• Support URCS to implement their BVD program activities and strategies as per identified goals, objectives, and operating principles, and within established budgets, timeframes, and compliance requirements.
• Participate in the design, maintenance of program management and evaluation tools, ensuring real-time access to key information on CRC support to URCS programming, and identify opportunities to strengthen and improve effectiveness and efficiency of support.
• Provide program management advice, ongoing guidance and regular updates to the CRC and URCS regarding support activities, critical constraints, and changes or challenges to program implementation.
• Work in collaboration with IFRC, ICRC, NS partners and URCS Interregional Managers (IRMs), under the direction of URCS, to increase interoperability, implement innovation and learning within programs, ensure robust risk management, and implement personnel wellbeing initiatives.
• Support branch initiatives in project development, resource mobilization and sustainability activities
• Provide mentorship to URCS Interregional Managers other URCS staff in key areas of technical and professional development
• Build and foster collaborative relationships with key internal and external stakeholders and subject matter experts, including Movement partners and relevant organizations in line with the CRC’s regional strategic direction and program priorities.
• Support the development and implementation of monitoring systems and frameworks to evaluate and report BVD activities and results against established program objectives.
• Ensure the quality and integrity of program implementation by monitoring adherence to relevant BVD standards, guidelines, and administrative systems.
• Demonstrate an awareness of and commitment to upholding security plans and practices in fragile environments and conflict zones.
• Monitor expenditures, analyze variances, review allocated budgets, and take appropriate action to avoid cost overruns to ensure operations remain financially efficient and cost-effective.
• Collaborate with colleagues to fulfill agreed upon objectives, needs, expectations, and provide support, mentorship, and backup as required.
• Participate in emergency planning, preparation, and response as required.
  Perform other duties as required.

What we are looking for:

• Post-secondary university education in a relevant discipline from a recognized academic institution, such as a Degree in Social or Gender Studies, Public or Business Administration, International Development.
• Minimum of 5 years of relevant experience in providing capacity strengthening support to local organizations with a focus on teamwork, partnership, coordination and mutual respect and responsibility for program deliverables.
• Excellent English written and verbal communication. Good working knowledge of Ukrainian or Russian language skills is preferred.
• Advanced knowledge of MS Office Suite and other relevant software/programs
  If driving for society business; a valid driver’s license is required with a satisfactory driver’s abstract.
• Demonstrated understanding of the Ukraine and former Soviet Union countries context
  Ability to evaluate and make sound decisions in a solution focused environment.
• Ability to adapt to changing circumstances, reprioritize tasks and activities, and meet tight deadlines in an evolving and often ambiguous environment.
• Ability to develop strong cross-functional working relationships and negotiate effectively
  Experience working in an active conflict zone is considered a strong asset
• Knowledge of the Red Cross Red Crescent Movement and of the Canadian Red Cross Society’s international operations is a definite asset.
• Knowledge and experience in Protection, Gender and Inclusion (PGI) and Disaster Risk Management programming an asset

Working conditions:

This is a field-based position. Working in countries of operation is very demanding, both physically and psychologically. Delegates can be confronted to several psychosocial risks, including concerns about their security, confinement, lack of privacy, cultural adaptation, long working hours, high workload, job security, internal conflicts and mobbing.

CRC supports a safe working environment and comfortable accommodations, however, delegates must be aware of and responsible for their own personal safety and that of employees under their supervision

• Difficult working conditions are expected, including:
• Issues of access and mobility due to proximity to disaster affected areas.
• Very basic living conditions with intermittent electricity, internet, and other basic services.
• Long hours of work in a demanding context with limited resources
• Stressful rapidly changing environment with limited information to make decisions.
• In some contexts, legal frameworks and institutions to enforce the rule of law are largely undeveloped.
• In some remote areas access to healthcare could be limited or non-existent
• Must be able to be Medical Cleared for travel in accordance with established CRC Medical criteria
• Successful completion of a Canadian criminal record check and vulnerable sector check.
• Full vaccination against COVID-19 is mandatory for this position and operation (the CRC will however adhere to its duty to accommodate those who are unable to be fully vaccinated for a reason related to a human right protected ground)

In line with the principle of neutrality, the CRC does not assign international personnel to a country of which they are nationals. If deploying to Ukraine, nationalities acceptable to all sides of the conflict in Ukraine will be prioritized
