In 1993, casinos were an uncommon sight in Saskatchewan due to the province’s laws. Only agricultural societies could have casinos, but not before they got permission from the government.

Those laws eventually changed after White Bear First Nation decided to break the rules, and open up its own casino. The bold move landed the First Nation and its chief in legal trouble, but the gamble paid off.
